Medicaid-eligible New Yorkers can get help through the CASA program. This is offered by the Home Care Services Program (HCSP).

To apply, you must be:

• Not eligible for or enrolled in a Medicaid Managed Care Plan
• Not eligible for or enrolled in a Managed Long Term Care Plan

Staff will:

• Determine your eligibility
• Determine the appropriate care
• Develop a service plan

Based on your service plan, this care includes:

• Housekeeping
• Home attendants

You can also get information about Assisted Living Program (ALP) services. These are administered by New York State.

Determining Eligibility

Medicaid Specialists will determine your eligibility for Medicaid.

A NY Independent Assessor (NYIA) will determine your eligibility for services.

A NYIA will:

• Review your medical condition(s)
• Determine your level of care needs
• Make a referral to a managed care plan or to the CASA program

The New York State Department of Health contracts IAs.

Families with children may be eligible for home care services.

This includes:

• Home care services for a child
• Home care services for an adult who lives with a child

You may be eligible to get help if:

• You are too ill to care for your child.
• You are overwhelmed by caring for one ill member of the household and unable to properly care for your children.
• You will be temporarily out of the home for an emergency (such as hospitalization), with no one to care for your family.
• You need training in basic child and home management skills to reduce the risk of harm to your child.

Households with children under the age of 18 must take an assessment. This is the Administration for Children's Services (ACS) assessment.

It is the first step to receiving:

• Medicaid-funded home care services
• Information on the Consumer Directed Personal Assistance Program (CDPAP)

Depending on your needs, more services may be offered.

Older Adults age 60 and older who need personal care or housekeeping services but aren't eligible for Medicaid home care services may be eligible for assistance. 

A local case management agency will assess your situation and determine if you qualify for home care services funded by the Department for the Aging (DFTA). They can also help you with any other questions about home care.

Assistance is also available if you are an older adult who is already receiving home care and you have questions about your service.
